This is likely because as humans we can count off 10 things using our hands.

After 9 we come to 10 and the pattern continues:

10, 11, 12, 13, 14, 15, 16, 17, 18 and 19

And then

20, 21, 22, 23, 24, 25, 26, 27, 28 and 29
